U47 Capacitor voltages

Hi,

does someone know,  why the capacitors in the U47 are such a high voltage rank?
(0.01uF = 500V, 0.5uF 250V ...). Wouldn't be 160V enough ?

С2 and C3 may be 160VDC . For C1 use high voltage cap: 400-500VDC with very good isolation and very good dissipation factor.

Thanks for the answer. Would Russian PIO K40Y-9 would be OK (1000V, I have a few of them) ?
