Identifying axial cap

Working on an MCI tape machine and seeing a lot of caps that are labeled this way (ie. 22/25) with no farads designation. On the other side is a 78 in between a series of dots, something like "........ 78........"

Am I to assume this is supposed to have a value between 22 &  25 microfarads? It measures around 32. One end looks puffy/bloated so I'd like to replace it. Thanks!

Haven't seen caps deviate from E12, so I would guess its  22uF/25V, and not 22-25uF (which would also be kind of odd, given the usual lack of precision in electrolytic capacitor ratings)
