Do you mean "used" as in utilized in the build or as in not new ?
Whose liability the DIY builder's or the designer ? A pcb is kind of bomb proof unless you damage it and even then you can recut the trace for continuity ?
The most obvious benefit is the reduced risk of doing the build and not having continuity and ease of mount as opposed to point to point ?

That's a very good question, hopefully one that won't need answering, but to know the answer might prevent some headaches.
I've thought about the same, as some of this stuff is marked UL/CE and I'm just kinda :
