Well, I hate the PIC, so I wouldn't implement the meter in one of those parts, but it's easy enough to do in an 8051 variant.

Which part you choose mostly depends on what else you want to do with the micro.

I'm sorry if this is tangential but is there a reason you hate the PIC?

Two reasons: The architecture and the tools.

personally I prefer the LM339 to the PIC solution as for DIY as for commercial units.
For the diyers soldering the resistors, that are needed for the LM339's, is not a real problem since that however the PIC should be programmed. 
Even if a few of resistors more don't change so much the matter, but for commercial units the problem is that a PIC has an oscillator inside so it complicates a lot the CE mark process. For a little company reduce bureaucracy and CE mark costs is very important.
