Power supply check and 12v "tap" question

I've built this supply and everything seems to be working okay, if you see anything weird, let me know.

+/-18v ,48v, 12v

On the 12v supply: (Runs LEDs and Relays)

1.  I'm I pulling it from the right/good spot?
2. Seems like it would be better in some ways to pull it from after the +18v REG, less V to turn to heat, but load/noise on audio power?
3. Dropping resistor R16. How does one go about figuring a good value for this resistor? Seems like a catch 22 between "high load low R" and  "low load High R"?
4. With a dropping resistor and  no load on the 12v supply, wouldn't the 12vREG IC be running it's hottest trying to dissipate the extra V? And then as the load goes up the heat is from the load... meaning it's always running hot?
5.  Diodes to drop the extra V down before the 12vREG?

Bottom line. Best way to tap for 12v?
