Title: Neighbors from hell

A social housing 20 yr old girl moved in upstairs with a small 3 yr old three months ago.

Has since had several "weekly" all night parties ( from midnight to 7am ) mostly mid week !!

Almost every time her stereo in on it's "flat out" and makes it impossible to even think straight in our flat.

Complaints have gone in to the local housing section/ landlord / Police.

A couple of days ago, the council officer came in and "witnessed" the noise, so it's not "hearsay" anymore.
He spoke with them directly and issued a warrant to "keep the noise down from stereo/TV" the next day.

We have had no direct confrontation and have only spoken to her politely and written to her twice about the
noise, mess outside ( constant burning cigarettes in garden, one of which came into our kitchen window, burning the wood surface inside !! )

The last two days, loads of blokes keep turning up at her place, lots of aggressive shouting and talk of "beating someone up"
it's VERY intimidating for us.
It has to be dealt with, but we are pretty freaked out right now.

I never had an experience like that but I can imagine that it sucks big time...
I would probably loose my cool, which is something you should not.
Don't let them drag you to their level.

Situations like these always make me think of that movie with Michael Keaton called Pacific Heights....

Not going to go there but we have "lost the plot" on a couple of occasions !

We have to continue down this road, no other option, I just hope that I don't get
beaten with a blunt object some evening on my way into the flat !!

Perhaps we are just a bit paranoid but I have not felt this intimidated for many years
and don't quite know how to react...... that's too many "20 something hoodies" for me
to tackle.
Will just use 999 if need be

20 year old with a 3 year old baby. So when the baby was born she was 17, when she fell pregnant she was 16. Hmmmm... I am surprised. Still quite old.  ;D

Problem with a situation like that is that these people have nothing to lose but you have everything. So better to stay away and get them evicted through the legal process.

Government here encourages this. Express concern and you could end up on a major network or Oprah in an editing marvel, playing a rich, mean ole grinch alongside your innocent neighbor that struggles to pay for heat. Sometimes they slip up though and you get a glimpse of the tvs, cell phones and $200 athletic shoes. High-powered stereo equipment is standard issue.

Sometimes they slip up though and you get a glimpse of the tvs, cell phones and $200 athletic shoes. High-powered stereo equipment is standard issue.

Sorry don't understand any of that.

I'm just interested in what kind of music is being played.

Keep calling the police and don't be the victim...people can 'smell' that.
Be smarter than her and don't take any s***.

Carry a personal defense weapon if you have to..

Keep doing what you are doing with the official channels. Most people are all talk when it comes to beating someone up in situations like these. Avoiding direct contact is a good idea as most violence is in "the heat of the moment". Might be something to report next time you have to complain to the authorities that there has been some talk of retaliation. If there are a few of those young scholars visiting her, and you are feeling uncomfortable, try and get a couple of your friends to drop by. Safety in numbers.

If you need help, I am sure the London chapter of the prodigy pro mafia would love to put some fear into those blokes. Armed with brass mic bodies still in the works, front panels, rack handle brass knuckles, and lytic loaded slingshots.

try the worst sounds your synths can do loud ;D

repeat it.

I can tell you the worst thing is a repetition.
Last year we have had an (amplified) Cello-Player sitting under the S-Bahn bridge at Ostkreuz (for months).
Playing a part of Boccherini better than me  ::)
But distorted and repeated the same part every 10 minutes all night made not only my daughter but even me very mad.

next step would be me visiting you for some vocal lessons.
once I start to sing she will run away ;D ;D ;D

Yea, sorry for your trouble. Most likely they aren't even talking about you...or just trying to make her feel better. But that would be an intimidating situation. Hopefully for the baby's sake she learns that parties aren't the best environments for the playing of loud music! You have too many people trying to talk over it! Good Luck!

That's just it. Partying all night, sending thugs after people, pregnant at 17.....she's on a roll.

And yes..poor little one. 3 years old has to be brought up around this.

I can hear her now:

Police - "Why did you send those guys after that person?"
Girl - "He was gonna get me evicted..."

Do you still have "castle law" (A man's home is his castle)? I'm pretty sure we copied it from your common law. Here if somebody messes with me in my home, he is likely to come out on the short end. I just have to make sure he doesn't make it back off my property alive. Then he'll probably sue me. Here it varies from state to state, but Mississippi clarified these rights just several year ago.

Living with common walls shared by neighbors is always subject to testing the limits of responsible behavior. I've been on both sides of that transaction. I recall once back in the '60s when I was living in an apartment building on the third floor. We invited everybody from the building to our parties and the girls who lived on the first floor enjoyed themselves until pretty late, and then called the police on us after they left.  :o

What?! That is so stupid! Also, kinda funny. I hate people sometimes.

I had a fresh out of high school sister/brother combo living above me for awhile. Parties mid week until 3 or 4 AM. Broken glass could be found all around the house, and in the condo complex behind us. Lots of underage drinking. Their parents had rented it, and were allowing them to stay there unsupervised. According to one of my employees, who was a friend of the sister, their place was disgusting. Sing a longs to an out of tune acoustic guitar. That bugged me. Tune your guitar! Anyway, one night my lady and I went to a midnight movie because we knew they were having a big party. Came home to find one of my living room windows broken. That was that. I pounded on the door for 5 minutes yelling at the top of my lungs for them to come down and explain. Nothing. They were hiding up there. Wussies. The landlord came down on them like a ton of bricks.

The one thing I resent them for is turning me into an old man. "Keep it down", "It's getting late", "I have to get up early tomorrow".

there is a TV show here in the U.S. about a motorcycle club. In one episode, The clubs president's wife is mad at this other girl and hits her in the middle of her face with a skateboard. Made me think of that.


Anyway When it comes to neighbors you can ask nicely at first. If it continues  then proper channels are in order. In the U.S. we have noise laws and disturbing the peace laws.  I would continue to call the local police about it as well as report it every time it happens. It may take time but she will eventually either calm down or get removed.

Any sort of action outside of that is looking for trouble and avoiding trouble is a good thing. However does't mean you can't monkey with them a little. For example get a key black from a lock smith.  They will fit any lock. Dip them in super glue and out it in there lock. Then cut the end off so it cannot be removed. will cost plenty of cash to get the lock replaced.

My solution was to just remove their electric meter at the back of the apartment complex, and put it back in upside down, breaking the connection.  No electricity, no sound.
Returned the meter right side up in the morning.

I used to go down to the garage in the basement of the apartment building and put a staple
in the outlet down there, took out all the electricity in the apartment above.

Used to live in a really nice area in Inglewood, CA where Caucasian, African-American, Hispanic and Asian folks all lived together in peaceful harmony with kids playing in the yards... it just had a great feel.
Then the neighbors from hell moved in, and the parties started. This was in separate houses, but the party kitchen was next to our bedroom. Really obnoxious, and all the procedures were gone thru to no avail, until we just finally moved out of our very nice rental house, to buy a house a few blocks away. I saw the guy slap his wife one day on the front porch. They had kids, too.
Soon after we moved out, a drive-by shooting happened at the party home, and they moved away, to the relief of the rest of the folks who lived there.
All I can say is, these kind of people are probably living in hell, and just want to share their environment with everybody else. Keep a baseball (or cricket) bat near the door, and keep dealing with it as you have been, and be as patient as you can.
They will self-destruct eventually.

   If they are still raging at 7am, the likelihood is that drugs are involved. If you can raise this with the rozzers,  you are more likely to get them to come round, especially if you think any dealing is going on. Whatever you do, do not let them know that it is you who has complained. I have been in this position, and found my flat being regularly burgled, dogsh*t through the letterbox, and I even found a rag soaked in petrol through the letterbox(unlit). It took ages and ages, with the situation getting progressively worse. eventually, it became a crack den. I lived at the studio for months.

Tough with government agencies , loads'o'rules
and they have to give them every chance , but
I'd think the complaining has started the process, so
on one hand keep it up so you can continue & get them kicked out
[ she's gotta learn sometime ] and in the meantime see if there other things
you can try , would the landlord rather lose you , a stable and good tentant ?
put some pressure wherever you can

My solution was to just remove their electric meter at the back of the apartment complex, and put it back in upside down, breaking the connection.  No electricity, no sound.
Returned the meter right side up in the morning.

Marty: That type of crowd will eventually self destruct on their own.  If you should see or smell anything illegal maybe social services can intervene because of the child involved.  The police should, but if they come they won't take them all and as said before - a crowd with nothing to lose is dangerous.  Touchy situation.  Maybe you have other neighbors who could ban together to file complaints?  Then it looks less personal.

some years ago I had a problem that lasted quite a few years - drug ppl in the neighbourhood / suburbs.

long story short. If you are unsure if they will use weapons or steel bars, etc .. first check them out how far are they willing to go.

if they group up, perhaps they are just trying to intimidate/scare you. Otoh, if they are a wild party bunch, they might snap at you if the mood strikes - you never know.

in any case, but seriously, manure forks (the small ones with four spikes) have the ability to scare thughs Sh*tless. (that's no joke btw. I -did- have to use it on some assholes)

hint: practice with it - moves like with the aikido stick etc. but beware - this thing can kill easily. there are even smaller ones, perhaps more convenient to use in "self defence". check out some gardening tools shop etc..

use psychology first. check the guys out beforehand to determine if they are types that would truly use weapons or do some damage.


... or get yourself a nice fireman axe.. it looks more manly (in the sense that to the young, could be inebriated guys, this would perhaps more efficiently communicate the "I mean bussiness" message than some manure forks that would provoke laughter until you swing them). But then, they could blame you for assault. (iow, with the axe, you could perhaps just have to "show up" to be taken seriously. but the fork is much nastier when you swing it around - if provoked in a self-defence situation)


in any case, a Gandhi style non-violent solution would be better, but if the threat continues, some self-defence action could be required..

Best way to avoid the physical confrontation is to leave the situation. That really does keep everyone safe. But... You should be prepared for battle because sometimes people are just stupid.

Mace/teargas/Pepper-Spray all that works wonders... get several cans and experiment with how it affects you so you know how to stay away from it. Don't use it unless you have to... It will bring a group of angry assholes to their knees. very quickly and for a long time. Then leave and call the police. just maybe bash them up a bit before you leave.

Keep your doors locked.

Sleep light...

they won't be there too long.

I'd leave for work playing the Macarena on repeat all day. Loud enough to be annoying but low enough to not get yourself in trouble. Best results are after a night of partying.

You can also set up an alarm clock to go off through an megaphone.

You gota figure if your complaints are going nowhere, neither would complaints about you.  If anything it would force a mediator to deal with the situation.  I like the idea of playing The Macarena all day @100dB, but you might need to pull out El Sonidito for this one.

Begin documenting everything. Dates, times... when the noise begins and when it ends.
Make recordings, videotape an spl meter, carry a mini digital recorder whenever you speak to the bad neighbor (check to see if that is legal where you are). Ask your neighbors to join your complaint. Build a case for economic harm...lost sleep, lost days at work... for a civil suit.

If you can, get photos or video of everyone who comes and goes to the apartment.

Documentation makes your case specific and credible...and, if they are using drugs or breaking the law in any way, it can be used to make them incredibly paranoid.

Could be dangerous yanking the meter under load, though a great idea. I lived in a condo where I had a late-night music-playing neighbor. After asking politely several times, I purchased a pad lock and went to the meter bank at the side of the building. Found their disconnect, shut it off and locked it out. It was quite satisfying - they had to get the power company to come out, along with an electrician, the next morning when they discovered they were the only ones without power. It took them three pad locks to finally stop their poor behaviour, though the cost to me was well worth it.

Marty should notify Child Welfare that the kid is in danger.

First off I have to say that all your support is very much appreciated :-)
You guys ROCK !!

Things came to a head last week, Police came looking for the boyfriend (unrelated to noise problem)
And she got a serious warning from Police who also spoke to us and other neighbours.

There are complaints from 4 locals but yes, she knows we are heavily disturbed, guys next door are
Off due to her and a family with children move in, in two weeks.
Police made her aware of that, so she's on "final chance" or she's out !
Went away to my brothers for the weekend in sunny Norfolk, was quiet here and so far, no abuse
Or nasty stuff through the letter box.
We hope that this is enough to stop, or she moves on to party somewhere else.
We are selling up anyway and will move to Berlin in the coming weeks as soon as possible.
So get some beers in the fridge Volker !

Your alive! I thought we might have to organize a prodigy pro search and rescue squad.

Good to hear things are on the upswing. Sounds like the boyfriend is a real charmer. It amazes me how far things have to go before people "get it", which she should by now. Wonder if that will help her kid get some sleep now.

Moving to Berlin! That's awesome! I have always wanted to go there.

Kicked off again the last few days and an " all night party" last night :-(

Now it goes to having their music gear taken away and eviction proceedings from

My old friend and neighbour Lorne, was about 6'3' 230lbs.  He'd just go over and smash on the person's door. INSTANTLY...the music would stop...and all you'd hear was him yelling %^%$#^^$%#^% music will ya!!!!!!!

Then no more music. The problem would end...more or less.

Yes, local council takes it all away with Police assistance.
Landlord has decided (finally) to evict, so seems like they will go soon.
Spoke with them the other day when we bumped into them on the doorstep
And they were polite and friendly !! Go figure ?
I put it down to youth and stupidity rather than anything malicious.
By the time it's all sorted we will hopefully be in Berlin anyway :-)
