wierd capacitance readings

I got a bunch of axial caps from school, and decided that I should measure them to verify they still are what they say they are, and I'm getting some very odd readings.

I measured a 220uF cap, and my meter said 135uF, tried about 4 others, all about the same, tried another 470uF , and got about the same.

What am i doing wrong here?
 
FWIW, my RCL-meter (Escort ELC-131D) does an alike thing, indicating lower values for electrolytics, while it's spot-on for the pFs & nFs.

Can you switch the test frequency ? On my meter there's 120Hz & 1kHz, I get more uFs @ 120Hz.
