What is this "C-" doing in the Fender '59 Bassman

In the schematic for the reissue 59 bassman, there's a reference for "C-" that connects to a secondary winding of the power transformer that is internally connected to another secondary winding's center tap that is grounded. Could someone explain to me what this is and what it's doing?

That is the bias supply for the output tubes, based on what little I can easily see in that PDF.
 
I just starting looking at guitar amp schematics, and that just stuck out as something I haven't seen before (not saying much :wink:). I've been digging around trying to wrap my head around silicon for a while, I guess it might be time to dig out the tube manuals...

"A" for filaments, "B" for plates and "C" for grid bias
