I'm considering building one on these preamps:

and use this output stage:

But I don't want to use 4:1 (or 8:1) stepdown. Can I use a 1:1 transformer for the output?
 
Depends on what you plan to feed. If you'll only be feeding into 10k inputs (soundcards, etc.) then a 1:1 transformer will work okay. If you intend to plug into a 600 ohm input (like an old compressor) you need to use a 4:1 transformer, because the output tube doesn't have enough current to drive a 600 ohm load.
