so why don't they solder the part of the 22 awg wire?
just the contacts?
 
I don't understand your question.

The pot case is earthed. They attach the pickup's shielding to earth. They didn't say what they did with the core (hot).

I think his questions is why just the end of the multistranded wires, why not tin them? As it says "DO NOT SOLDER THE WIRES" or something to that effect.

If you solder the shield strands all the length to the sleeve:

- heat from soldering it can damage the internal signal wire sleeve and short it in the worst case
- solder soaked shield strands will form a very stiff solid core. This will put mechanical stress on the pot after you packed everything in. Strands will also break off easily at the end of solder soaked length.
