Transformer voltage regulation percentage?

Are these ratings usually accurate? I have a cheap Tamura transformer that says its rated at 19% voltage regulation, its 24V-24V dual secondaries. It should max out at 28.5V with no load, instead it hits 50V with no load. Thats something like 108% regulation. Is this common for higher end Toroidal transformers or the like? This issue has been haunting me, and there doesnt seem to be a whole lot of information on it.
 
You have an infinite load on the sec, therefore, the transformer tries to make current flow through space by jacking up it's own voltage until this happens, or the voltage gets so high that the core saturates and can no  longer pay child support.

Thank Haites for core saturation, otherwise we would all be dead by now.
