Test jig needed for matching bc184c

you need like 3  or 4 really good bench meters for current and voltage.
and about 5 miles of bannana plug test leads and clips, maybe a beadboard.
it is a real mess to set up, looks like an octopuss garden of sorts.
 
I used the hfe setting  / socket on my
digital mutli meter
I presumed this to be good enough
[ haven't finished the pre yet ]
 
Thanks for that ,lets be serious now .What calculations would i need to find the biasing resistor to switch the bc184c  on .

I built two neve output boards and their seems to be a issue with the bc184c, basically one of the pre amps is turning on before the other, so this is way i need jig to match these bc184c..
