API 325 help

Can anyone think of a reason why I'm blowing the main (400u) cap in an API 325. Keeps heating up/snapping. I've lowered my plus/minus rails to 12 V. All I get is crackle, no output. wired up as expected from schematic here

I'm just using pins 9/10 for output.
I feel like an idiot, am I missing something? I just rebuilt the entire board, my parts are right, right orientation. Caps are alittle bigger than spec (470u for a 400u, 16V instead of 6; 20u for 12.5) 4007's for diodes. IF my 2520 wasn't working I'd get no output right? Is is a grounding thing that i'm just missing?
Any thoughts?

Peter Purpose - total genius. I had hooked up 10 and 11 as I should have, not 9 and 10 as discribed, but grounding pin 4, dang.
