what's the white shit on voltage regulators?

every voltage regulator I've worked with (T0-220) has this white powdery stuff on the back and the leads.

I always buff it off with 0000 wool - to get down to the shiny metal for better connection.

Does the powder serve a function, or is this just some kind of oxidation?
 
You guessed it right  :)
It sounds like oxydation to me, maybe you should send email to customer service and get a refund, components bought from Mouser should be in new condition imo

Or maybe I am wrong and it is anti-oxidant agent, but usually it is in sealed little bags
