you just need to wire together the two center wires on the primary and wire the 2 others on the power inlet if I remember what i've done. You can measure the secondary with a voltmeter before plugging it to the pcb if you fear doing something wrong

Yes wiring the primary in series will get you 230V (115V + 115V) which is fine for 220V - 240V systems.
