Hello:

Could I modify Fred Forssell's Mic Pre  Amp with +/-24 VDC and +48VDC phantom power to a power supply with +/-28VDC  with +48VDC phantom power?

Change 10K to 12K.

That may be a half-volt high. Put 1Meg in parallel with the 12K, try 2Meg or 680K until you get it "right" (though any "28V" audio gear ought to eat 24V to 30V all the same).

Use generous transformer; either 24-0-24 at ample current, or 28-0-28.
