well 852 is the area code for hong kong. I didn't quite understand the whole message but I understood it to be  "it's a company in hoing kong so proceed with caution." If your going to order, start with small amounts so as to not be ripped off in any capacity.

I had an email exchange with them and am waiting for a shipping estimate for that HV board plus their recommended transformer.
I will probably get the tranny in the states due to the shipping from 852.
