I am looking to have a few prototype boards made. Nothing outrageous. Double sided with silkscreening. The places I have looked at want $150US+ each with a minimum order of 2. $300 for a prototype board sounds epically pricey.

Is this usual?
 
I make all my PCB's in one firm here in Zagreb, Croatia... Price is about 15 euro for sqr dm (10X10 cm) for double layer, solder mask and silk. that is price for 1 PCB. for films price is the same, so, 1 PCB in dimension 10X10 cm is about 30 euro

price reasonably degrades by quantity

You don't mention the size of your pcb, but you can often get a panel's worth of smaller PCB for a fixed price.
