I'm having difficulty understanding passive EQ's... Let's take a hypothetical EQ with three bands (low and high shelves and peak in the middle). On the "0" point (no boost or cut) you want the three bands to attenuate the audio in such a way that the net result is a flat response, correct?
Now, how can you switch the frequency of a band in the optimized "flat" (equal attenuation) network and still get a flat response???
