While preparing to replace the panpot, by starting to take the nuts off the channel's faceplate, a different tactic occured to me. Maybe it was excess pressure on the panpot that was causing it to misbehave. In order to seat the channel in the console, it requires a moderate amount of pressure straight down onto a set of pins, and this particular channel was a bit of a tight fit. So I left the panpot's nut off, and seated the module back in the console. No problems this time!

So rather than replace the panpot, what I'm going with now is: seat the channel in the console, and screw it down. Only once all those mechanical factors are settled in place do I put the nut back on the panpot's shaft, and tighten it to only finger-tight. That way, the panpot isn't being held tightly in place against the faceplate, while pressure from the card/pins below push up on it hard.

So far, so good.
