There if a form you can fill out on the TSA site for a claim. (they actually DO pay)
When I got back from a US tour a few years ago, they opened my bass case and went through everything in it. They wound up losing my in ear monitors (guess they fell out of the case INSIDE the case) filled it out, took like 5-6 mo but they sent a check for $140 to replace em. Worth a shot, even just to get the cost of repair back.
