Beware US Customs opening your equipment

When I got back from a US tour a few years ago, they opened my bass case and went through everything in it.  They wound up losing my in ear monitors (guess they fell out of the case INSIDE the case) filled it out, took like 5-6 mo but they sent a check for $140 to replace em.  Worth a shot, even just to get the cost of repair back.
 
Is that a new policy?  I had them lose a bunch of stuff out of my luggage during the days of actual TSA theft, not a damn thing I could do about it.  Tried with the airline as well and they wouldn't touch anything that had a TSA tag inside. 
 
The TSA is not customs. Customs agents are more akin to police than low payed security guards.
