That's basically it. Troubleshooting my buddy's GAP pre 73 and I'm getting a slowly rising voltage off the PSU starting from around 19V, and gaining about .1 V every 15 seconds. Also the amp circuit is really lacking low end, but that's another story...

lacking low end? could be a result of your psu not working properly.
