Solid State Pultec Low Output

I've recently built a stereo Pultec EQP-1A3 type equalizer (see attached schematic), and I'm getting very low output.  Both filters are working correctly.  When I connect to the output of the make up gain amp before the output transformer, I get strong signal.  When I feed signal into the output transformer, I get good signal coming out the other side.  The problem is when signal is fed into the amp, what comes out of the output transformers is very low gain.  I've got them wired 1:2 as in the schematic.  Both channels show the same problem.

Any help/tips would be greatly appreciated!

What amp are you feeding them into?

I'm running signal out of my converters, through the EQ, and back into the converters.  They've ventured never had a problem with older 600 ohm stuff before.
