There are oodles of "phase splitters".
I assume this is a Cathodyne?
The grid should be biased toward 1/4 of supply, not zero, for best headroom.
The cathodyne must NOT be loaded one side at a time. That unbalances it. Guessing what you did, I see a 1.5dB difference for plate side against cathode side, individually. Put the *same* load both sides, they will be equal.
