But somewhat limited, since the measurement range is constrained by the meter sensitivity. 100uA is a lot of leakage for a foil capacitor. IMO this is good for electrolytics or seriously damaged caps.

0-100 micro amps
0- 1 ma
0-10ma
0-100ma

Does that make a difference in it's usefulness???

That would be probably OK for electrolytics. For film and PIO caps, you're looking at fractions of uA.
1uA of leakage in a coupling cap is enough to completely displace the operating point of the tube it drives.
I also noticed that, according to the schemo, the microampmeter is not protected, so, in the case the capacitor under test is very leaky, or even shorted, it will blow instantly.
