That would be probably OK for electrolytics. For film and PIO caps, you're looking at fractions of uA.
1uA of leakage in a coupling cap is enough to completely displace the operating point of the tube it drives.
I also noticed that, according to the schemo, the microampmeter is not protected, so, in the case the capacitor under test is very leaky, or even shorted, it will blow instantly.
