Unit still works but very hissy. Opened it up and its full of ROE caps and ERO-Tantal caps. Looks all original I think judging by the brands of caps. Should I replace the 20 odd Tantulam per amp card with new Tantulam?

The 240 is not valve.  It is the smaller Goldfoil plate reverb. 

None of the EMT plates are massively quiet in terms of noise, particularly the 140 (unless you have put piezo pick ups in)

repaired, a V54 is acceptably quiet.
for the past 60+ years, very few records display noise from an EMT.

I wouldn't change tants if they work.
Start with lyt caps and see if noise disappear.
Same on both channels? If start with PSU.

 
i wouldn't touch the tants at all - and the roedersteins are VERY VERY good film caps - if that's what those are ... i might look elsewhere for the source of your problems first.
