Great for DIY work. 

Safely Discharge Capacitors  before servicing electronics equipment

Features:
Safely discharge caps up to 600 Volts @ 10 amp max
1kv 20 amp probes
Discharge probes are non-polarized - leads can be used in any direction
High intensity Red LED glows Red when voltage is present and will fade out as capacitor is discharged
Built in multi-meter lead attachment for optional (but recommended) precision measurement of discharged caps as an added safety precaution.
Unit is internally isolated from the exterior of the box using isolated mounting standoffs.

If you make the resistor bigger than 25R then you don't need it to be 5 watts.  You could use a 1w 100K, it would take a little while to discharge fully charged caps, but there is so little current flow it doesn't disipate much power at all.  Also as the cap discharges there becomes less & less voltage across it, so the power developed across the resistor diminishes while it's discharging too.  It is actually quite common to have something like a 100k across PSU caps anyway so they do discharge when you switch off, the current being so low it doesn't affect the normal operation of a PSU.
 
I have two kits  left to sell.  (These are not the completed tool that I was selling in the OP.)

This is meant to be over kill and safe when it comes to discharging caps.  The LEDs and the meter leads will tell you when caps are safely discharged.  There are more pics and a wiring diagram on the post linked below.
