Well, actually it's not totally stupid. It's described as a surface treatment that helps conveying heat from the tube to the crown. So I guess it's just some kind of matte black finish. Now, does it compensates the reduced convection effect?...gyraf said:

it's like a brass hat for the tubes. Perhaps the hat keeps in the warmth making for happier tubes so they sound better ;D
