It’s certainly Max Working Voltage.  Edcor specifies its transformers similarly, with “input maximum voltage”.  Some of their transformers have a power level spec in watts too, but many just specify input max V.

Kind of an odd way to it. Historically, most manufacturers used units of power like watts, dBu or dBm.

Also, not the same as hipot rating.

I will check them as output transformer for a cheap RCA BA2 clone with 6SN7

 
The stated frequency bandwith (300Hz - 3500Hz) seems a little narrow for modern studio use.  This transformer was probably intentend for a radio set. I am really interested in your results, maybe this iron can do better.
