Wouldn't be better to use C9 and R17 as the filter? To minimise wirelength before the grid of the first stage?

C9 R17 are inside the loop and they are set for stability.
Wouldnt want to screw with it if it works.

Is there another way to implement a hp between the two stages?

The two tubes with globalfeedback around them forms one amplifier.
And you should look at them as one.

Their purpous is to produce gain with good distortion, flat freq response and low output impedance.

The outputtransformer is sensitive frequencies below its bandwidth produced by its inductance and plate impedance.

If an hp is to be inserted i recomend you to put it before the amp or perhaps after the OT... so that LF distortion is kept low.
