Is anyone familiar with this type if brackets ?

They are used in a sub rack type system and hold the pcbs onto the front panels.

The parts are marked Vero Electronics but I couldn't find any corresponding part number.

Would be great if someone can point me to where I can find some spares.

As far as I know Vero is now out of business. I had been buying their stripboard which is no longer available. A member on another forum contacted them and was told they are out of business
 
There is a DIN standard for Eurorack that defines the position of holes in the PCB and the position of holes in the front panel. It is up to each manufacturer to design parts that connect the two sets of holes together so that the front panel is fitted in the proper relationship to the PCB. The holes should always be in the same relative position if the sub-rack meets the DIN standard.

So, assuming you Vero sub-rack meets the standard, you can use any manufacturers parts to fit front panels to PCBs. The Schroff part that does this is available from Farnell:
