I grew up in the sticks down in south Texas, that photo is quite common and this was in the days when all they had was the gate for the bed of the truck.

Basically
"The 405 Freeway has been fully reopened through Redondo Beach on Thursday afternoon after it was temporarily closed amid fears of a hazardous chemical leak, officials said.

The closure began shortly before noon over concerns that boxes that had fallen from a vehicle had possibly leaked the potentially deadly chemical compound hydrogen cyanide onto the 405, according to the Los Angeles County Fire Department."

looks like  they thought they had hydrogen cyanide in a container in a brown paper box on a truck and it fell off the truck on the highway causing a complete shutdown for hours. turns out no one was hurt and better news it was not hydrogen cyanide.
