Hello,
I need to buy an adapter for my old camera.
The only place I can find that adapter for sale is in Poland, but they don't sell to foreigners.

Well, as far as webstores I don't think you are obliged to have the website in different languages neither you are obliged to have it setup for international shipping, I think...
They have the webstore in Polish and setup for internal commerce

The 2 electric supplies stores here in Portugal that I use, they also only have the website in Portuguese and don't accommodate foreign registers or shipping 
 
Indeed.In the EU, as a trader, you are obligated to contract to any EU citizen, but you can restrict the delivery area like "only to country XXX". In this case the customer would have to specify an address within that area.
