Depends on exactly what meter you have but
you can have it printed at factory, or you can print the whole scale out on good quality paper and glue it in
or make an adapter tray for a CD-printer and inkjet it on

In production quantities you can get any scale you want behind the meter...Ankurbaghel said:
For onsey-twosey look for a DIY solution. I can imagine printing a new meter scale and carefully slipping it over the meter vane and securing with adhesive to the former backplate. Of course the meter movement is delicate so be careful.
