Seems an extension of old school family dynamics into the community (and the nation.)

Daddy's the boss and we have to do what he says, but he takes care of us and protects me and mommy and my brothers and sisters from bad people out there. Sometimes he has to hit mommy and me when we're bad, but he knows what is best.
