I am building supply for power one to two API 312 mic pres. I have an 18-0-18 amveco toroid. I am using 317s for +/-18v. This works fine.

My question is regarding phantom power. I am using a Cockcroft-Walton doubler circuit which arrives at a rectifed voltage of around 54 volts. Is this on the low side for using a 317HV for 48v? I want to account for slight mains flucuations in the design.

Would I be better off jumping up to the 22v secondary toroidal?

Check the Keith ssl9k PSU. You don´t even need the HV version. Use the plain old 317T. I also think you will be OK with the 18-0-18 toroid.
Does the LM317 have a minimum voltage like a LM78xx? Is 50-54 volts input OK?
We had a big discussion on that a while back. Check my power supply META. Hopefully it's in there.
