Lately, SSL and NEVE use alps 9mm pot(RK097?)
But It is not conductive plastic. Why They use carbon pot?

CP is long life and good quality I think.

Not necessarily.

There are crappy cp pots out there, and there are VERY high grade carbon and cermet types.

It all comes down to the application

I suspect that the production of carbon pots has improved a lot over the yers. Note that ALPS carbon pots are actually carbon film.
