That "vi" extension shown in the title bar implies that it is a virtual instrument program written for National Instruments LabView software. NI has various modular test equipment that LabView can control, and you build your own semi-customized programs with a kind of drag-and-drop block programming interface to customize the operation.

This is labview code, either run from labview (editable) or built into an application.
Programming is done by drawing your code.
Heres a front panel (UI) and diagram (code). I use it to control instruments, write measurement programs, analysis etc.

Is "TEC" a Tektronix oscilloscope?

Now that ccaudle has refreshed my memory, I remember that it's the Multi Instruments software that goes in particular with the RTX6001, also distributed by NI, but I think manufactured by RTX in Denmark.

But who is Larry himself?

Larry used to post here as Larrchild and this is indeed software he developed himself. Along with the transformer testing software mentioned & shown on the site. He wasn't interested in selling either the last time I asked him about it but it was quite a while ago.
