Not so sure.  Carnhill I think has a higher end product, and OEP has a reasonable quality but (I suspect) much higher volume product, so it perhaps represents Carnhill moving into a low end range. 

Keeping the same brands is a good sign, implies they would keep making a high quality range.

My recollection is that the guy who started OEP sold it to Walters Group and then set up another company.

I suspect you are right. Many years ago I met the MD of the Walters Group (back in the 80s before it was a group - might even have been Mr. Walters). They were into dot matrix printing at the time. I remember thinking back then that he was an impressive guy.
