Cleaning API 312

Just got this on eBay.  The seller says it needs cleaning,  what would you use an which parts can be cleaned?  I know nothing about diy and hope i haven't made a mistake.  Thanks!

I hope the seller don't sell it as original API 312. The Output transformer looks like the original API one.
Well ... just clean it. Take the IC transistors out, take some isopropanol and then clean it with a tooth brush.
Or leave the isopropanol and clean it with a brush/tooth-brush.
 
Thanks for the help.  the seller said 'based on Requila 312 PCB'.  Anyone know where to get the build stuff?
 
This board seems to have known some tropical climate or humidity excess (rust on the transformers and metallic parts) the ic and sockets are on the cheap side , change them for real DOA's (the one at the 2520 place ) . Otherwise i don't see what to "clean" except the cable mess around it !

There's a muddy residue all over the PCB, not just the rust on the output transformer. There's a chunk of something or other on the LF412 and also on the PCB to the right of that chip. Looks like it was dipped in a puddle, or survived a flood. Not sure what to do, but if you can return it, you might have a better time with things? Your transformers have already started to rust, and that won't stop.
