I have a couple of PSU boards that came from pcbgrinder that I’m planning to use in some upcoming projects. However, upon inspection, the pads appear tarnished/oxidized (all of the boards look the same as the photo below). It looks like these pads were not pre-tinned in manufacturing (although maybe a method was used that I’m unaware of), and in the several months that they spent on a boat getting to the US they took on some discoloration.

My question to you is, does this look like regular old oxidation or something else, and what would be your preferred method of getting these boards cleaned up and ready to solder?

you can use an ink pen eraser, a mild abrasive to scrub off oxidation. Perhaps a "scotch brite" plastic scouring pad.

dose up the pads with some liquid flux before soldering.

They'll be fine...

Long time ago, Gustav himself suggested simple pencil rubber on his boards. No extra flux. Works over here on pads that look much worse.
