mnats has a 1108 board so i could make four of those insted of the 1109 and go from there ?

Which part are you missing, the electronics or the delay box with hoses and transducers?

It seems more like a museum piece of historical value for very early delay technology... I'd be curious to hear what the path sounds like. They claim +/-2dB but I wouldn't expect the acoustic path to be very neutral sounding.

I saw one of these (complete) for sale locally, maybe a year ago.  I don't remember the price, but I remember it seemed very expensive to me.  Anyway, the 1109 looks like a class AB opamp with line-level trafo in and out (transformers are same as LA3A, you can get them from studio electronics, or from forum members hairball audio and/or serpent audio).  You could build it on perfboard if you want.  But if it were me, I would use an API 325 "type" circuit.  Trafos, at least, will be less $, and there should be less troubleshooting.  Anyway, good luck, interested to hear if you get this working and how useful these things are, I never got to use the one I saw.
 
A fixed 15 mSec delay is not very spectacular these days, like it once was.

The sound of pushing audio through a hose may be a useful special effect for Foley or something like that. I would try to get a schematic of the original electronics to see what kind of EQ they applied to deliver the +/-2dB response.

The schematics are in the pdf. Page 20-21 and 24. Looks like there is pre eq and post eq. Attached to pins 8,9,10 on each 1109.

Anyways, I probably won't tackle this for a while as I have a mountain of other unfinished projects :)
