Hi Power show lighting repair advice needed for NJD Spectre

Hi

I have a pair of NJD Spectre lights that need repair. I’m trying to source schematics from the distributor at the moment but meanwhile I’m after advice from any experienced repairers. My question is can I fault find with the halogen bulbs removed or do they need the load to function properly?
