more Echoplex Ep-4 problems - and my first foray into signal tracing!!!

I have an Ep-4 with no echo signal. Dry signal seems fine. I traced signal to Q4  - it's there at the base and the emitter, but nothing at the collector except what I think must be the bias signal. That 0.1 tant seems ok, and I have 18v at the collector, which seems about right. Bad Q4?
