I've been trying to align this ampex mm1100 that I've been working on using my daw, but I'm not sure the output of the convertor is at +4dbm's. I'm thinking that I might need a designated oscillator for this. Any recommendations as far as a brand (preferrably at a lower cost) or as far as using my current ad8000 and pro tools to generate a +4dbm signal to my tape machine?

So just take the voltmeter to ground and the +pin and it will tell me the volts? I'll try that tomorrow and see what the output of my apogee is really putting out. Thanks for the tip.

You want to go between pins 2 and 3.

Because of loading, measure with the machine plugged in (you can plug a "Y" cord in and measure on the open connector).
