adding a 3 prong power cable to an OP7. Usually pretty straightforward but I don’t think I’ve seen this dual 1500pF cap configuration. I should remove those or at least replace with y-caps?
I’m not sure what purpose the 1500pF caps serve.

They have exactly the same purpose as Y-caps; they are connected only when the unit is ON.
You could probably leave them in place, maybe add a X-cap. Not knowing the technology of these caps, it's hard to say they are acceptable or not; I would think the designer knew what he did and selected the right type.
 
Considering this is a piece from the 1940s, I would remove or replace them. If you have one of "those" clients, disconnect one end, heatshrink it and leave them for posterity.
