I had a +-15V Power One power supply laying around that I wanted to use to power a couple of API type preamps.  I hooked everything up and it was only putting out +-12.5 volts.  I thought something must be wrong with it, so I got another cheap one off Ebay.  I put it in the case and only got about +-13.5V on this one.  I could adjust it down to +-9V.  Are these just bad supplies or am I doing something I'm doing wrong here?

I dont know exactly wich is your model but one in ebay have a inscription on it "for ±15V cut jumpers VW1 y VW2"

Maybe yours has something similar... look it.
