How should this response chart be interpreted? - there's no legend for the numbers on it; I guess it's showing on-axis, 90 degrees and 180 degrees?

What are you basing that on? - Those are pretty horrible tolerances!

Just seems odd - they don't chart tolerancees on any of their other spec sheets.

Yes, they are tolerances, and no they are not that bad, this is the same graph, but for Neumann u87, quite a tolerance range there as well.

I would very much doubt it for the EM23 is an omni.
That is called a template; that is how capsules are QC'ed. A capsule passes if the actual response does not deviate more than the template's limits.
BTW, the numbers are there: +/-1dB 200Hz -1k, +/-2dB below 200, and so on.
Not "horrible" tolerances; welcome to the world of electroacoustic transducers.
