In the schem above:

TR1 has prims and secs wired in series, with C.T. to gnd, input and output are balanced, and is rated 600R:40K.

What are the proper values for R1, R2 to get the 600R at the input, 20K or 10K?

For impedance calculation purposes, ignore the centre-taps. They are just a way of balancing the signals with respect to ground. So for an impedance ratio of 600R:40K (turns ratio of 1:8.16), you need 40K across the secondary to see 600R across the primary. That means R1 and R2 would each be 20K in your case.
 
You need to mark that xfmr diagram so we know which side is which.

Maybe the resistors are on the 600 side?

In that case, you can handle the math.

The primary is on the left, and is rated 600 ohms, sec. (on the right) is rated 40K, turns ratio is 1:8.165 .

Correct value for R1 and R2 appears to be 20K, which would give a total of 40K to let see on the whole secondary. Right?
